Profile and Expertise

Adelia was graduated from Universitas Sebelas Maret (UNS) with GPA 3,75 out of 4,
majoring in Criminal Procedural Law.
During her study, she had worked as Lecturer Assistant of State Administrative Judicature
and had been actively involved in several organizations and communities,
including a Capital Market Organization named Kelompok Studi Pasar Modal (KSPM)
as Research and Training Division (2016-2017) then was chosen as Supervisory
Board of Commissioners (2017-2018), a Social Community named Dusun Binaan
as Voluntary Teacher (2014-2015) and a Politic Organization named Badan Eksekutif Mahasiswa
University Sebelas Maret (BEM UNS) as Vice Chairman (2013-2014).
In January 2017, she had completed her internship in Law Department,
Bank Indonesia with distinction score (95 out of 100). During the internship,
she gained hands-on experience from regulator perspective related to the purpose and
objective of Bank Indonesia, including macro prudential policy, payment system,
and litigation process. She participated in the Legal Review process until the Legal Closing related to
Memorandum of Understanding until Bank Indonesia’s regulations at the policy levels,
conducted review and provided advice/opinion from the legal aspect in providing the optimum
juridical support on policies or related activities, assisted litigators in handling lawsuits,
including advocacy and assistance,coordinated with police (based on experience with Criminal Investigation Police),
courts and other relevant institutions and learned the drafting of regulations issued by Bank Indonesia.
Adelia joined DK & Situmorang Lawyers since September 25th 2017 as Junior Legal Counsel
and has been placed in Infrastructure Area of Expertise with other lawyers in the team
(a Mid-Lawyer, a Senior Lawyer and a Partner) as her supervisory capacity.
There she has task to handle all about legal services of infrastructure projects
that we provide for, such as Economic/Social Infrastructure and Construction
(Power Supply, Energy and Resources, Waste Management, Telecommunication and Informatics,
Toll Road-Arterial Road-Local Road, Real Property, Water Treatment and Supply, etc.), Transportation
(Land Transportation, Air Transportation and Sea Transportation),
and also draft regulations concerning infrastructure and project financing for government of Republic of Indonesia.
For almost 6 (six) months she has been working here, she has some experiences in some of those infrastructure projects,

Experience


1. Drafting initial report for preparing legal assistance of Special Purposes Railway in Kalimantan in
all phases of project development;
2. Drafting initial report for preparing Preliminary Study and Feasibility Study of West Papua Industrial Estate;
3. Drafting initial report for preparing the legal assistance of Waste to Energy in Bau-Bau in
all phases of project development;
4. Assisting Solar Power Plant for East Sumba in all phases of power project development
by meeting with its stakeholders, handling the permissions or clearances which are required for,
issuing legal opinions for legal advices and drafting all relevant documents;
5. Assisting clients to understand the regulations of Mini Hydro Power Plant in
all phases of this project development by issuing Legal Memorandum;
6. Assisting clients to understand the regulations for Teluk Lamong Port-Surabaya
in all phases of this project development by meeting with its stakeholders,
conducting Project Legal Due Diligence,
finding the best cooperation scheme, and issuing Legal Memorandums/Legal Opinions for legal advices;
7. Assisting clients to understand the regulations and the transaction process of Drinking Water Supply,
conducting Project Legal Due Diligence, finding the best cooperation scheme,
issuing Legal Memorandums/Legal Opinions for legal advices and drafting cooperation agreements
and other relevant documents for Drinking Water Supply Projects in:
a. Makassar;
b. Bali;
c. Semarang;
d. Lampung;
e. North Sumatera;
f. South Tangerang;
g. Pekanbaru; and
h. Bekasi;
8. Assisting clients to understand the regulations and the transaction
process of Light Rail Train (LRT) which is a bundling project with Drinking Water Supply
in Semarang, meeting with its stakeholders, finding the best cooperation scheme,
issuing Legal Memorandums/Legal Opinions for legal advices and drafting all relevant documents;
9. Drafting “Business to Business Guidelines for Projects in Ministry of Public of Works
and Housing of the Republic of Indonesia”;
10. Drafting “Regulation of the Minister of Public of Works and Housing of the Republic of Indonesia
regarding the Implementation of PPP for Preparing Infrastructure in Ministry of Public of Works
and Housing of the Republic of Indonesia”;
11. Drafting “The Template of Cooperation Agreement” for PPP Project;
12. Drafting “Regulation of the Minister of Public of Works and Housing of the Republic of Indonesia
regarding General Guidelines for Governance of PPP in Ministry of Public of Works and Housing
of the Republic of Indonesia”; and
13. Involved to studying for drafting “Regulation of the Minister of National Development
Planning Agency of the Republic of Indonesia regarding SBSN for Infrastructure Procedures
for Planning, Preparing, Assessment, Monitoring, Evaluation and Reporting Projects or
Activities provided through the Issuance of Sharia Securities State”.
