Profile and Expertise

Mr. Donke Kahfi is the senior partners at DKNS Lawyers. Mr. Donke obtained his Bachelor in Law from Trisakti University majoring in International and Business Law. He continued his study at master’s degree in The United Kingdom and qualified an MSc in Business Management.

Prior to forming DKNS Lawyers he worked for several tier law firms in Jakarta a number of international organization such as United Nations Development Programmers (UNDP), United Nations Officer for Project Services (UNOPS) and the reconstructions activities through Badan Rehabilitas Rekrontruksi Aceh and Nias (‘’BRR’’) where he worked as a technical advisor for its legal unit . BRR is the government
agency at ministry level established to perform post tsunami rehabilitation and reconstruction in Aceh and Nias island. During his tenure. He advised the head of BRR on meditate numerous disputes between International NGOs and their contractors.

His areas of concentrations involve infrastructure, constructions, energy, projects, regulatory and intellectual property rights.
He has advised a number of Government Institutions, International Organizations, State-Owned Enterprises and Private Entities
in performing legal works in those areas.

Mr. Donke is a licensed lawyer from Perade (Perhimpuan Advokat Indonesia /Indonesian Advocate Association),
and a registered intellectual Property Consultant. In this firm he leads practice group of Project,
Regulatory and other services.


・Advising PT PP Infrastructure in entering into a number of deals in infrastructure provisions
such as Water Supply in Bekasi, Tanggerang, Riau and Bali; Teluk Lamong Port Project, Metro Kapsul, etc
・Advising Wijaya Karya Tbk, in Bandung – Jakarta Highspeed Railways development;
・Advising Asian Development Bank in infrastructure law academic text drafting;
・Advising Coordinating Ministry of Economic Affairs (CMEA) in PPP financing scheme policy development;
・Advising JICA project team on a number of legal aspects for development of Patimban Port in Nort-West Java –
This port will be the extension of the existing port in Tanjung Priok;
・Advising National Planning Board in prepraing Outline Business Case for 4 PPP projects;
・Advising World Bank in cooperation with Indonesian Investment Coordinating Board
(Badan Koordinasi Penanaman Modal – BKPM) on mapping One Stop Service Regulation in a number of sectors
namely Food and Beverages, Hotel and Convention centre, Iron and Steel, Ports and Garment industries;
・Advising European Union Trade Cooperation Facility for drafting a Guidebook for
Waste to Energy (WTE) Project Development in Indonesia;
・Advising a company to establish Micro-hydro power plants in a number of cities in Indonesia;
・Advising Kaltimex energy in initiating WTE project development in Balikpapan;
・Advising PT Sarana Multi Infrastruktur (Persero) on the acquisition of loans (assignment of loan/cessie)
in the amount of US$12,500,000 from the previous lender, loan of which was used to finance the investment
in Floating Storage and Offloading Facility (FSO) located in Udang Field Terminal, Natuna Sea;
・Advising International Finance Corporation in relation to the proposed financing for PT Moya Indonesia
for Tangerang City bulk water supply project;
・Advising Standard Chartered Bank in multiple Credit Facility transactions;
・Advising Aseana Partners Ltd, in providing loan to PT.SVB for renovation of its hotel in Nusa Dua Bali;
・Advising Wheez Investment International in its million dollars property investment initiatives in Indonesia;
・Advising the World Bank group in implementing a project namely Economic Development
Financing Facility (EDFF) in Aceh
